Dr. Alethse de la Torre Rosas trained as a Medical Doctor, Internal Medicine Infectious Diseases Specialist, at the National Autonomous University of Mexico & National Institute of Medical Sciences and Nutrition Salvador Zubirán, Mexico, with an MSc in Public Health in Developing Countries from the London School of Hygiene and Tropical Medicine, UK.  

To date her career has been centered on her passion and commitment to patient safety and quality improvements with the aim that all people, regardless of their location, economic or social background can receive person-centered, safe and high quality healthcare. She has 15 years of clinical, academic and research experience including national and international multicenter studies, coordinator of national surveys, and working with the design, evaluation and implementation of quality and outcome metrics and policies in local, national, and international level. She is an experienced undergraduate, graduate and Masters Lecturer in Infectious Diseases, Epidemiology and Medical Statistics.

From 2009 to 2015, she worked as an Infectious Diseases Specialist focusing on programs for healthcare workers including strategies focused on hepatitis B and C, as well as participating as a national and international infectious diseases consultant during outbreaks and public health emergencies.  She was also the lead of the Healthcare Associated Infections group within the Mexican Association of Microbiology and Infectology.

In 2016, she joined the WHO Patients for Patient Safety (PFPS) Global Network as a PFPS Champion-Mexico, being an active advocate for patient participation and inclusion for the evaluation and transformation of health policies.

From 2016 to 2019, she worked as Director of Standardization and LATAM for the International Consortium for Health Outcomes Measurement and as Chief of the Department of Hospital Disasters Response and continuing with programs toward patient and healthcare workers safety within the National Association to Prevent Healthcare Associated Infections.

In July 2019, she was appointed as the Director General of the National Center for the Prevention and Control of HIV at the Ministry of Health Mexico. Since then, she has been developing and leading the national program for the elimination of hepatitis C across the country with the aim of having a coordinated response towards the 2030 hepatitis elimination goals, using a person-centered strategy with a primary healthcare approach based on universal treatment access and testing free of cost.
